250x250-Faded-Rutherford-Wallace-Quote "Maybe now you can understand why the national reformations that took place in the OT always included the recognition and national confession of the sins of the fathers - for those sins brought God's wrath upon the nation (2 Chr. 34:21, 2 Chr. 29:6-7, 2 Chron. 30:7-9, Ezra 9:6-10:2, Neh. 9:2-37). Previous attainments and obligations continue to bind the national moral person (for more on the "moral person" of nations and churches see Scott's Distinctive Principles of the Reformed Presbyterian Church, pp. 61,70,195f.,285f. and Robert's The Reformed Presbyterian Catechism, p. 150).

Moreover, these teachings formed the biblical basis as to why the Reformers (especially during the second Reformation) where always eager to seek out the causes of God's wrath, and repent of these, whether individual, ecclesiastical or national.

The best Reformers did not try to gather together all manner of infidels, idolaters, sectarians, etc. and form some kind of general, moralistic, conservative crusade to uplift the nation - never!

They aimed at purifying and unifying the church, state and family on the basis of a covenanted uniformity - always seeking to be faithful to Christ's Crown and Covenant and shunning all suggestions of humanly based solutions to the problems of the day!

They looked first to God's mercy and grace (after recognition and confession of sin of course) in their individual lives; and they weren't about to start to build on a resurrected covenant of works, after having faithfully begun building on the covenant of grace, in the civil or ecclesiastical realms either - when dealing with the reformation of church and state

1. Nationally eradicate idolatry and false religion (with iconoclastic zeal)
(cf. 2 Chron. 34:3-7; 2 Chron. 31:1; 2 Chron. 15:8; 2 Chron. 15:16, etc.).

2. Nationally promote the true worship, discipline, and doctrine of the church of Christ
(2 Chron. 29:11-30:6; 2 Chron. 30:12-27; Ezra 10:10vv.; Neh. 10:31-32, etc.).

3. Nationally establish the one true religion and church
(cf. 2 Chron. 34:8- 17; 2 Chron. 29:3-5; 2 Chron. 31:2-3; 2 Chron. 31:20-21; 2 Chron. 32:12, etc.).

4. Nationally confess their own sins and the sins of their fathers

5. Nationally publish the truth
(2 Chron. 34:30; Ezra 10:7-8, etc.).

250x250-Faded-Silversides-Quote John Brown of Haddington (1722-1787) is justly famous for his 'Self-Interpreting Bible' which was once almost universally to be found in godly homes in Scotland.  Originally a shepherd boy, he went on to be an extremely learned minister who, nevertheless, preached 'as if he had read only one book' (i.e. the Bible).  This background of Gospel zeal should restrain any negative reaction to the subject of this book. The question addressed is; should civil or political rulers attempt to be religiously neutral or should they openly declare their submission to Christ and, as far as it comes within the public domain, punish open transgression of all the ten commandments including specifically the first four?

This issue became a bone of contention in the Secession Church to which Brown belonged and which historically had taken a similar position to the Reformed Presbyterians in espousing the stance embodied in the National Covenant of Scotland (1638) and the Solemn League and Covenant (1643) whilst differing from them in certain respects as to how to respond to the descending obligation of these covenants in the face of their abandonment of them by the nation.

The work comprises, under a new title, two lengthy letters written by Brown to an unknown correspondent. In the first letter, entitled "On the absurdity of authoritative toleration of gross heresy, blasphemy or idolatry", he carefully steers between the Roman Catholic position (church controls the state), the Erastian position (state controls the church) and the Voluntary position (state makes no distinction between true and false religion) and endorses the position of the Reformed Church of Scotland, and incorporated into the Westminster Confession; that church and state are distinct, but both answerable to the Lord and that the state is to punish "evil" (Rom 13:4) as defined by God (who else can define it?) when it comes into open expression. Brown argues that all legitimate authority among men comes from God, including that of husbands, fathers, masters, magistrates and ministers and deftly deals with situations where these roles intertwine (e.g. a father whose son is a magistrate etc.).

He defends this historic Reformed view from the charges that it entails coercing people to make insincere profession of faith or that it involves punishing people simply for holding wrong opinions or that it requires the punishment of every error of doctrine.
Not every sin is a crime, even in relation to the second table of the law (our duty to our neighbour) or we would all be criminals daily! He also challenges the assumption that the second table can be upheld quite distinctly from the first. For a ruler to treat true and false religion as equal is to encourage what is harmful to the national interest as well as eternally ruinous to the individual. The state's duty in relation to the Sabbath is given consideration.

Our author emphatically denies the finality of individual conscience. What crime could not be justified on such a ground? To give contemporary illustrations of what Brown is saying; is the Mormon polygamist to be excused civil penalty because of the religious justification of his actions? What of child sacrifice to a false god? Absolute religious freedom is a myth. Likewise, an open-air mass is a breach of the second table as well as the first as it vexes the godly and encourages others to idolatry.

The book is packed with appeal to God's Word, citing a vast multitude of passages and appealing to the examples of Cyrus, Darius etc. as well as answering no less than 39 possible objections to the Reformed position.

Westminster Confession Of Faith Color GraphicThe second letter has the title, "On the perfidy of all authoritative toleration of gross heresy, blasphemy or idolatry, in Britain". His basic position is that not only is the previously stated position a moral duty, but one to which the nation is all the more bound by the swearing of the covenants mentioned above. An oath "cannot oblige to sin; but in anything not sinful, it binds to performance" (Westminster Confession of Faith 22:4). To abandon previously acknowledged and covenanted duty is to incur great guilt.  Brown answers the usual objections to the biding nature of the covenants; can one generation bind later generations? How many of those who took it were sincere?  Were some coerced? Etc.

This subject may seem remote from today's reality where civil governments generally have no thought of duty to God. Nevertheless, if we are not clear on where we are aiming in civil affairs, it will leave us hesitant in advocating public righteousness and weaken the church's witness. If Brown is right, and we believe he generally is, this is an important part of what should be the church's testimony. In any case, we believe in a sovereign God who can turn the tide. If our political leaders were to be convinced of sin and ask, "And what shall we do?" (Luke 3:14), a careful reading of John Brown's work will help us not to be at a loss for an answer. Highly recommended.
